Bob Goodall – Tackling Covid

I am writing to all Leaders of Political Parties at Westminster to draw their attention to two matters relating to Covid

regarding the supply of PPE, test kits, medicine and all other tools needed to fight the pandemic and the statement by the Francis Gurry Director General of the World Intellectual Property organisation on the 24^th April 2020 that for a time limited period countries can circumvent Patent protection so they can manufacture these necessities if there is a problem of supply or price

The key sentence by Mr Gurry reads

“The policy measures that are available in international and national IP law to manage and to mitigate emergencies and catastrophes include compulsory licenses and licenses of right of patented technology embodied in vital medical supplies and medicines;”

I drew attention to this in a strategy documents I sent to Downing Street by Special Delivery and received on the 5^th May. (Page 9 of the attached document, which also includes other requests such as for the Prime Minister to encourage the use of face masks, strategy document sent 24^th March, (Page 18 ) also sent by Special delivery.

2) The second matter is a Petition set up on the Government website based on the strategy sent to Downing Street for rendering covid extinct globally in two months. This can be achieved; it is based on the science and with sufficient determination and application required to tackle any crisis, or war it will be successful. https://petition.parliament.uk/petitions/329889

Because the previous attempt at using peoples behaviour to kill the virus failed as countries did not work in unison, and a piecemeal approach was adopted which lacked sincerity or belief that it would work, does not mean this approach should not be tried again, it might be characterised as like taking half a course of antibiotics, expecting it to work and then turning ones back on the precise remedy for the problem.

This time the approach needs to be thoroughly planned beforehand implementation to ensure people are not left isolated or denied medical help for other conditions. In terms of policy implementation I think this is the rational approach model as opposed to an incremental approach ie changing things as you go along.

The pre eminent people for this role are our military planners, The pre planning would include testing for the virus to facilitate the setting up of covid free self contained silos of hospital communities and people requiring operations for the period of two months. Also communities for those not wishing to be alone or with vulnerabilities which they could use for this period if they wished.

The planning would include gameplaying different scenarios to ensure contingency measures were ready to implement to tackle possible developments during this perio., Finally running a pre implementation virtual global exercise to tease out any remaining scenarios that might allow the virus to survive and devising suitable counter measures. Once agreed with other nations the strategy would be globally implemented and the countdown clock would begin. Two months later we can all have a large global party to celebrate the end of covid.

Media and entertainment would be very important and would be produced and broadcast from self contained silos, where those needed would live for this period with their families. Education and University would likewise continue. Essentially movement of people would stop for this period, but everything else medical treatment and much besides, would continue.

I am writing to ask you to support these two measures and ask Parliament to adopt both as the best Policy to defeat covid and supply our key workers with the tools needed to fight this war
